ITANAGAR, Mar 12: All Arunachal Contractors' Welfare Association (AACWA) today urged the state Govt, particularly the Govt departments to maintain CPWD norms during tender process.

Students question work quality
Daporijo, Mar 12: In a memorandum to Executive Engineer, Rural Work Department, Upper Subansiri District, All Chetam Circle Students' Union has appealed to the concern department not to release the payment of tender money of PMGSY scheme road from Sippi to Chetam.
Union has claimed that the work done so far under the scheme is not as per the guidelines of the PMGSY Scheme.
Union also alleged that the concern authority have not verified the work completion report.
They also informed that quality of work should not be compromised with the quality and if the work is done without following the norms of PMGSY guideline and fund is released without proper monitoring, the concern authority will be held responsible and accountable.
Democratic movement will also be initiated against the authority, they warned.

19 from Changlang selected for mechanical training in job mela
ITANAGAR, Mar 12: Altogether 19 unemployed youths from Changlang district were selected by the JIS Institute of Skill Development, Kolkata, during a job mela organized by the R K Mossang Memorial Society at Jairampur yesterday. The selected youths are all standard eight pass and between the age group of 18 to 25 years. They will undergo training on mechanical engineering (4 wheelers) at Kolkata. After successful completion of the training, the trainees shall be given appointment in reputed automobile companies, according to a society release.

YOMA draws CS attention at illegal structures

of illegal structures for sake of claiming compensation along Trans-
"With a malafide intention to be paid handsome compensation, these houses were constructed overnight" YOMA complained in a letter to Chief Secretary. YOMA also added that illegal practice of malicious people causes inconvenience to travelers claiming that haphazard earth cutting is going on.
The organisation requested the Chief Secretary not to compensate the individuals indulging in illegal construction along proposed TAH. It also claimed that due to illegal construction, the compensation amount is increasing every day. Earlier Arunachal Pradesh PWD minister Gojen Gadi had admitted in the floor of State Legislative Assembly on the involvement of officers up to the rank of deputy commissioner in instigating people to construct illegal structures along the Trans Arunachal Highway (TAH) for claiming huge compensation.

Ambassador calls on Chief Minister
NEW DELHI, Mar 12: Ambassador of India to Myanmar Gautam Mukhopadhay today called on Chief Minister Nabam Tuki here and discussed possibilities of strengthening cultural and economic ties of Arunachal Pradesh with Myanmar.
The Chief Minister, while appreciating the gesture, underscored the need for concerted efforts from all quarters to mainstream youths of the districts that share borders with Myanmar. Asserting the state Government's priority to eradicate poverty and backwardness in different parts of the Indo Myanmar border, he urged the Ambassador to initiate confidence building measures and help create meaningful synergies between people of both the countries.
Tuki stressed that equitable development would be possible only in a peaceful and productive atmosphere by boosting infrastructure growth and trade ties between the two regions. He also called to make functional the Land Customs Station (LCS) at Nampong which will benefit not only Arunachal Pradesh but also the entire North Eastern Region.
Tuki also mentioned that an effective realization of the Act East Policy would render it possible for the North Eastern Region to significantly contribute to the growth of the country.
"We should see the region as the centre of possibilities. If one considers a catchment area with a radius of 1000 KM, the region would be central to at least 10 countries. This geostrategic concept gains eminence in the light of the Country's Act East Policy. We can Act East only through Northeast India," he observed. He reiterated the importance of opening Indo Myanmar connectivity through Pangsau Pass on the historic Stilwell Road.
Ambassador Mukhopadhay during the meeting mentioned that there is strong focus on Arunachal Pradesh in the Act East Policy and a road map for boosting trade and cultural ties with Myanmar is the need of the hour. To this end, he said that he will lead a high level delegation from Myanmar to Arunachal Pradesh probably in the month of April next to explore various possibilities of collaboration.

Giving details of the episode, T K Kopak, DTO, Tourist ILP Facilitation Centre, Naharlagun Railway Station, informed that just after the arrival of the Intercity Express the GRP personnel on duty saw 3 persons running away from the railway stations towards jungle. Within no time the GRP team chased the ILP defaulters and started a search operation inside the jungle. Later with the information received from a local person, the team caught all the three. The team also nabbed the mastermind Sikarder Ali of Belatari village, Barpeta from Nyorch river bank while he was trying to escape from the security dragnet.
Surprisingly, the arrested ILP violators revealed that their boss Sikarder Ali who has been staying in rented house at Nyorch Village near Yupia, asked them to run way in the jungle after getting down from the train.

Deforestation in Roing forest division alleged

PASIGHAT, Mar 12: At a time, when the state forest department is claiming to have increased the forest cover in the Himalayan state of Arunachal Pradesh, large scale cutting of trees in the reserve forest of Lower Dibang Valley districts has been reported by the local people.
Report revealed that massive cutting of valuable trees in Bijari area under Roing Territorial Forest Division is going on unabated under the very nose of the forest department officials. Rampant felling of trees in natural forest and protected areas is causing rapid depletion of the natural forest and other forest wealth thereby posing serious threat to ecosystem.
It is said that smugglers and illegal timber traders have a field day in the forest areas of Kaling, Loklung, Banggo and Gejenguri bordering Assam's Tinsukia district. As per report, the smugglers supply the timber logs through water routes to various saw mills in Dibrugarh and Tinsukia of Assam.

on both banks of Dotung river between Loklung and Kaling-
Councilor Tamuk has already brought the issue of large scale felling of standing trees and illegal collection of forest wealth to the notice of the forest department officials, but no step has been initiated by authority to check the illegal activities. 'I shall take up the deforestation issue with Adi Bane Kebang, Apex body of the Adis and move the higher ups of the state forest department for immediate action', Tamuk told this correspondent.

day, before presenting the budget. It dealt with the present condition of and the

c) To expand railways capacity substantially and modernize infrastructure; i.e. to increase daily passenger carrying capacity, increase track length and grow annual freight carrying capacity.

is to build partnership with different state governments, public sector undertaking

emphasis on the completion of the ongoing projects and early revenue generation from
those projects. The budget was given more and more importance on the capacity building
and specially on infrastructural development. It declared about the provisioning
of doubling and tripling of tracks and also for the construction of the fourth line
on some existing routes. There is a hike in the plan outlay for 2015-
The railway minister has announced to keep the passenger fair unchanged, but has increase the freight charge on commodities like cement, coal, grains and pulses, urea, iron ore, kerosene and LPG; which is expected to generate additional Rs.4,000 crores in a year. Carriage of grain and pulses as well as urea will suffer a 10 per cent hike in freight while coal will attract a 6.3 per cent increase. Keeping the passenger fair unchanged is possible as already there was an increased in the fair by 14.2% a few months ago. Additionally the decline in diesel price also reduced the operating cost of railways during these days.

One of the important features of this railway budget is that it has not announced the introduction of any new train. The introduction of new train is actually an instrument of populism. But the introduction of new train on the existing tracks itself increases the railway traffic on those tracks and decreases the speed and hence increases the travel time. This is the cause why even the Rajdhani and Shatabdi trains are not able to achieve their potential speed. But it would try to identify trains be augmented to run with 26 coaches and add more General class coaches in those identified trains.
The white paper tabled in the parliament by the railway minister blamed the law and order situation in the North East for the delay in execution of projects. The plan proposal for the next five years stated about an estimated expenditure of 39,000 crores for the ongoing national priority projects in Jammu and Kashmir and Northeast India. Although the budget has given much importance on doubling and tripling of railway tracks on the existing route, no such projects from Northeast are included. But there is an urgent need for the doubling of railway track from Guwahati to New Bongaigaon via Rangia Junction. Again, there is also urgent need for the introduction of new trains from Naharlagun to Kolkata or Bangalore.
Another important point is that the railway minister has declared to review some
of the railway projects already declared. It is a welcome step, because a large number
of projects have been declared by the railway ministers over the years for political
compulsions. A large segment of such projects are not commercially viable. Although
some money has already been spent on such projects, such projects (which are commercially
not feasible) should be stopped due to greater interest of the Indian railway. But
it is to be noted that along with commercial motive railway also have the socio-

Govt committed to promote films from NE
NEW DELHI, Mar 12: Secretary of the Ministry of Information and Broadcasting Bimal Julka said that the ministry has been focusing on showcasing films from the North East to encourage production of films in the region. He said a North East Film Festival was held in New Delhi recently which attracted a large audience. Julka was speaking at the inaugural session of the third edition of the Indian Panorama Film Festival today at U Soso Tham auditorium in Shillong.
Emphasizing on the popularity of North Eastern films, he said that there has been
a separate section on North Eastern films in the International Film Festival of India
(IFFI) Goa. It gave a unique opportunity to showcase these films to film enthusiasts
and film makers from India and abroad. He also said that the forthcoming International
Film Festival of India (IFFI) will have a special section on the North East to expose

Appreciating film production by young film makers from the North East, Julka said that numerous short non feature films from the North East, have received National Awards. In order to further encourage this talent, the Films Division of the Ministry of I&B has implemented a special component under a Plan Scheme for production of short films from the North East.

Realign the road

This is regarding survey for construction of Trans Arunachal Highway. We would like
to request the Govt of Arunachal Pradesh to instruct the constructing agency to change
the survey of highway in between Dangoria Mondir (Pasighat) to Dojeng Atkong (Pasighat-
We are not against the people of Rengging village. But we want the highway to be a shortest one. The Rengging people should not insist that the highway touch their village. If the road touches the village, there would be 12 Km extra length.
So far the village link road of Rengging village is concerned, the village is already linked with the existing PWD road which connect Pasighat and Pangin and that can be used as their village link road.
So we request the Govt of Amachal Pradesh, to view it seriously and send an observer
team to assess the situation and negotiate with public. Further we suggest the govt
to realign from Dojeng Atkong (Pasighat-

Blood donation
Dear Editor,
We all know that in our state, different organization keep themselves busy in extortions and Bandh calls making our life miserable. Also, most of the people used to pray to God to make them wealthy.
But, there are some extraordinary and chosen people who don't go for all the above. They don't know how to pray, they don't know how to beg money from leaders and God. They don't know how to extort and how to conduct hartaals. But they wander here and there untiringly to save human's life only. They even don't have proper vicinity to conduct their social service. But yes, they know when to reach and how to save a human's life. And these chosen people are called "Voluntarily Blood Donors".
They donate blood voluntarily. They only want the human life to be saved. They follow what we call "service to man is a service to God. And such group still exist in our Capital Complex, Itanagar. And I am proud to proclaim the organization as "Arunachal Vivekananda Yuwa Shakti (Ignited Youths Itanagar)" headed by Kumar Ramesh Jeke and Kumar Lenin Tungi being supported by existing 150 members (Blood Donators).
I could not stop myself to write this because; recently I have stumbled upon with them when my sister needed blood urgently in General Hospital Naharlagun.
Blood Donors Duyu Taliang, from Ziro and Tawsa Gyora Taku from Seppa saved my sister’s life. And blood donation was arranged by Ramesh Jeke from Daporizo.
Therefore, it is my humble request to the Govt. of Arunachal Pradesh especially, the Department of Health Services to encourage and sponsor such social activists for the welfare of our state in particular and nation as a whole. Such organizations are highly valued in other parts of the country and the world. But, in our case, we find hard to find blood in Blood Banks. Hundreds and hundreds of life have been saved in Capital Complex due to these volunteers as per our knowledge.
So, last but not the least, if you and your relative's life can be saved by the blood, donated by an unknown person then why can't you donate your blood to save someone's life? Hence, I have joined as the member in the group and you can too. Let's attend the Seminar during the occasion of 'Blood Donor's Day' on 23rd March at Vivekananda Hall, Itanagar if you believe “God exists in me, if I save someone's life".

Make the tower functional
Dear Editor,
I would like to draw the kind attention of the concerned authorities, public leaders, Students Union and NGO’s towards irregular BSNL network at Baririjo Circle, under Dumporijo constituency of Upper Subansiri District.
The BSNL tower was installed five years back but it has remained silent just like a statue erected. I think the tower was erected for decoration and not for use. During every election, many political leaders come and promise to make the tower functional. But Baririjo continues to wait and facing huge problem due to lack of phone services. In case of emergency, we are unable to share our problems and students who study outside are unable to speak to their loved ones.
I request the concern authorities to pay attention towards this problem in order to ensure that BSNL starts functioning.

Humanity at its best
Dear Editor,
The recent accident at Kemliko village near Raga town of Lower Subansiri had displayed humanity at its best. We the family of the survivors of the unfortunate accident would like to take this opportunity to thank the people of Kemliko village through the column of your esteemed daily. The survivors wouldn’t have made it had the selfless and timely help of the villagers didn’t arrive. The quick service and dedication of medical staffs and officers of Raga and Ziro need special mention here. Apart from this, we are equally thankful to each and everyone who came and supported in whatever possible way. Last but not the least; we appreciate the crucial and timely help rendered by the political leaders of Sagalee. The survivors are still recovering from their wounds and trauma. Let’s hope and pray they recover as soon as possible.
Once again, we thank each and everyone from the deepest core of our heart; their humane gesture further emboldens our belief that the humanity do still exists.

Say no to bandh culture
In recent days government of Arunachal has adopted tough stand against the bandh culture. Members of the various organizations who had declared bandh call in capital complex has been arrested and put behind the bar. The government’s posture has drawn mixed reaction from the public. Some believes that it is too late to contain the bandh culture, while others welcome such strong measure. Over the years various groups have made life miserable for the people of state by organizing bandh calls even for petty issues. In the disguise of fighting for the people of Arunachal organizations uses bandh call as a tool to earn.
To make the matter worse state government also never took strong action against the
bandh callers which have emboldened them. The organizations whose members have been
arrested recently alleged that government is behaving like dictators by arresting
their people. However they need to understand that during bandh call it is the poor
citizens who are the worst sufferer. They should adopt other peaceful method to fight
